Anyway the solution is here. I changed the speed to 10mb from the Advanced Properties in the Device Manager and everything was OK!!! I am able to sign in via hotmail, so it's not a problem with my account.

Thanks for your time reading this. Well, the problem in my case was the default settings  that Microsoft uses  (assuming that everyone  has a  LAN connection to the internet). I'm running Windows XP SP2 and have a Speedstream 6250. If you are using a firewall, make sure that Windows Live Messenger is allowed full access through the firewall.
